Vietnam has launched NDAChain, a national permissioned blockchain platform aimed at facilitating secure data validation across various sectors.
Managed by the Data Innovation and Exploitation Centre under the Ministry of Public Security and developed by the National Data Association, this platform is set to be integrated into the National Data Centre by the end of 2025.
Implementation within Vietnam’s Digital Infrastructure
Vietnam is enhancing its national digital infrastructure with a population exceeding 100 million. This expansion includes an increasing demand for secure and interoperable data systems, leading to the launch of NDAChain as part of these efforts.
According to government officials, the primary function of NDAChain will be to serve as a decentralized verification mechanism in key sectors such as e-government, finance, healthcare, logistics, and education.
Technical Architecture
NDAChain operates on a Layer 1 blockchain structure with a Proof-of-Authority consensus algorithm. It incorporates Zero-Knowledge Proofs to improve privacy and security, enabling up to 3,600 transactions per second.
The system comprises a consortium of 49 validator nodes operated by both public agencies and private entities such as SunGroup, Zalo, Masan, MISA, Sovico, and VNVC. Each node maintains a distributed ledger, executes smart contracts, and features digital identity verification linked to VNeID and other national ID databases.
Decentralized Identity Verification and Traceability
The blockchain infrastructure supports NDA DID, a decentralized identity solution that helps users confirm the identities of individuals or organizations during online interactions. The NDAKey mobile application facilitates real-time verification processes.
NDAChain also underpins NDATrace, a government platform for product authentication and traceability using unique identifiers in compliance with GS1 standards. These products are interoperable with the European Blockchain Services Infrastructure (EBSI), aiding Vietnamese exporters in meeting international traceability requirements.
Authorities plan to roll out NDAChain progressively to local government bodies and academic institutions by 2026. Future developments will focus on Layer 2 application development, workforce training, and international cooperation.
